Genre et Ville rejoint le Comité Lutte Contre Harcèlement et Violences dans les Transports.

Créé à l’initiative de Mme Isabelle LONVIS-ROME, ministre déléguée auprès de la Première ministre chargée de l’Égalité entre les femmes et les hommes, de la Diversité et de l’Égalité des chances, et M. Clément BEAUNE, ministre chargé des Transports, il s’agit de lutter contre le harcèlement et les violences sexistes et sexuelles dans les transports.

En France, 87% des usagères des transports en commun déclarent avoir déjà été victimes de harcèlement sexiste, de harcèlement sexuel, d’agressions sexuelles ou de viols dans les transports en commun.[i]

Favoriser la mobilité des Françaises sur leur trajet du quotidien dans les meilleures conditions possibles de sécurité et de confort constitue un impératif et une priorité des deux ministères. Les violences et le harcèlement dont sont victimes les femmes dans les transports sont inacceptables. C’est pourquoi les ministres instituent un comité d’action qui réunira les services de l’État, les autorités organisatrices, les opérateurs de transports en commun, les représentants des autres modes de transports ainsi que les associations défendant les droits des femmes dans les transports et les usagers afin d’avancer plus vite et plus concrètement sur le sujet.

Ce comité aura pour mission :

  • de dialoguer avec les associations d’usagers et de droits des femmes mobilisées dans la lutte contre les violences à caractère sexuel ou sexiste ;
  • d’élaborer une typologie d’actions qui fonctionnent en France et à l’étranger ;
  • de fixer des indicateurs de mobilisation à tous les acteurs du transport afin d’en assurer le suivi ;
  • d’identifier les réseaux les moins avancés en termes de prévention des violences sexistes et sexuelles et de renforcer leurs actions ;
  • d’impliquer l’ensemble des acteurs des transports et des mobilités dans les actions à mener dans la prévention des violences sexistes et sexuelles.

Ce comité se réunira pour la première fois au premier trimestre 2023, en amont de la journée des droits des femmes, le 8 mars.

L’information aux voyageurs en cas d’incident dans les transports ainsi que les gestes à suivre en situation d’agression ou de violence est une priorité pour lutter contre ce type de comportements au quotidien. Le ministère chargé des Transports financera une campagne de communication à hauteur d’un million d’euros pour prolonger la mobilisation tout au long de l’année 2023 dans les réseaux SNCF et RATP.

Le Gouvernement apporte son soutien aux initiatives mises en place par les opérateurs des transports qui se saisissent depuis plusieurs années de ce sujet, notamment :

Les actions d’information des opérateurs des transports qui sont invités à mettre en place ou prolonger leur campagne pour lutter contre les violences faites aux femmes au-delà de la période du 25 novembre, via les panneaux publicitaires dédiés à la lutte contre les violences faites aux femmes dans les transports. Les ministres saluent les engagements de la SNCF et de la RATP en la matière.

Les marches exploratoires qui permettent d’identifier les espaces générateurs d’insécurité pour les femmes dans leur trajet (action de groupes de personnes parcourant un secteur donné afin d’identifier les espaces générateurs d’insécurité).

Le ministère des Transports annonce également son adhésion à l’association « Femmes en Mouvement » qui a pour mission de promouvoir les femmes dans la mobilité et la mobilité des femmes.

Genre et Ville joins the Comité Lutte Contre Harcèlement et Violences dans les Transports.

This committee was created on the initiative of Mrs. Isabelle LONVIS-ROME, Minister Delegate to the Prime Minister in charge of Equality between Women and Men, Diversity and Equal Opportunities, and Mr. Clément BEAUNE, Minister in charge of Transport, to fight against sexist and sexual harassment and violence in transport.

In France, 87% of female users of public transport say they have already been victims of gender-based harassment, sexual harassment, sexual assault or rape on public transport.[i]

Facilitating the mobility of French women on their daily commute in the best possible conditions of safety and comfort is an imperative and a priority for both ministries. The violence and harassment to which women are subjected on public transport is unacceptable. This is why the ministers are setting up an action committee that will bring together government departments, organizing authorities, public transport operators, representatives of other modes of transport as well as associations defending women’s rights in transport and users in order to move forward more quickly and more concretely on the subject.

The committee’s mission will be to

to dialogue with user and women’s rights associations involved in the fight against sexual and gender-based violence;
to elaborate a typology of actions that work in France and abroad;
to set mobilization indicators for all transport actors in order to ensure follow-up;
to identify the networks that are least advanced in terms of prevention of gender-based and sexual violence and to strengthen their actions;
to involve all transport and mobility stakeholders in the actions to be taken to prevent gender-based and sexual violence.
This committee will meet for the first time in the first quarter of 2023, prior to Women’s Rights Day on March 8.

Informing passengers about incidents in transport and what to do in the event of aggression or violence is a priority in the fight against this type of behaviour on a daily basis. The Ministry of Transport will fund a communication campaign worth one million euros to extend the mobilization throughout 2023 in the SNCF and RATP networks.

The Government is supporting the initiatives set up by transport operators who have been working on this issue for several years, in particular:

Transportation operators are invited to set up or extend their campaign to fight violence against women beyond the November 25 period, via advertising panels dedicated to the fight against violence against women in transportation. The ministers welcomed the commitments of the SNCF and RATP in this area.

The exploratory walks, which identify the areas that generate insecurity for women during their journeys (action by groups of people walking through a given sector to identify the areas that generate insecurity).

The Ministry of Transport also announces its membership of the association « Femmes en Mouvement », whose mission is to promote women in mobility and women’s mobility.
